This is what I did. Not sure if it will apply to you. I contacted the Idaho State Bureau of Weights and Measures. They then sent an individual to inspect and certify the scale. I had to rig the scale up exactly like it was to be used. I was a little surprised with the strict tolerances that they had. For example at 500 pounds the scale could only be off 1 pound. They added weights to the scale in 25 pound increments and recorded any variences. They then put an official seal on it stating that is certified with the state and charged a nominal fee (9.00 in my case) and sent a fancy little certificate stating that the scale was certified with the state of Idaho. This has to repeated on an annual basis.

The PNWGPG had our scale recertified this year when we took it in to get our new 6" digital readout installed. It worked great at The Puyallup Fair Weigh-Off last Friday. We were quoted a fee of $60 to do it next year!
