What is the normal age when a seed starts going bad? For example could a seed from 97 or 91 be grow next year or should it be grown this year?

Depends on how well they've been stored & their condition prior to storeage. Did you have them the whole time?

i would say, for the safety of the seeds' viability, try growing the older seeds first, if possible----FIFO---
(first in, first out)----this will minimize the chance of
an older seed NOT germinating, and reduce the worry of that
predicament. now, if i could just practice what i'm preaching......! 'pal2
