I was wrong. It's the Great Pumpkin Commonwealth. I'm still looking for the rest.

Hugh Wiberg is the last person quoted with respect to the 2002 rule changes. He is listed only as "spokesperson".

the rules:

The Hugh Wiberg reference (beware annoying pop-ups):

GPC steering comittee member are Hugh Wiberg, Tim Parks, Joel Holland, Pete Glasier, and Al Eaton. These are the guys who decide what is what in the GPC. They make the rules about who is in it, when it occurs, and what qualifies and the rules for qualifying. Most of this is well established and little changes from year to year other than the sites and affiliations. If there is an issue with the GPC, these are the folks to address.
