I don't think you can. You will be fine but make sure you don't hit your plants roots.

Yes you can! Each time you rototill you destroy some of the soil's "structure". I know some who till until there soil is a fine powder, this is no good. You want a soil rich in organic matter, and "overtilling" breaks this down too much. Also, if you repeatedly till at the same depth, soil underneath will compact and result in "hard pan"!
