My hill and the top six inches of soil Have good drainage. Below that the soil is more clay like. At a scale from 1 to 10 what should be the moisture point of the hill and top soil?

Assuming your seeds have germinated. I like to get it good and wet. Then allow the surface to dry completely before watering again. Do this so the plant dries before dark. If they haven't germinated and it is warm, keep it wet.

How wet should I keep the soil once the fruit has set?
