Why does it seem so hard to kill these things.I have tried
Seven and it just does not seem to phase them.

Something must be wrong because Sevin will definitely kill these guys. Take a look at a diary entry made by Matt last season:

Maybe you have a different beetle? Or a weaker Sevin? I prefer the liquid concentrate but many growers like the dust.
