I am trying to figure out the best way to control disease in my patch next year. I need a combo that will help with soil and foliage issues. Looking to keep the cost under $300 total.

Check out the benefits of compost tea, although not a chemical, it can help provide for a health enviroment that can deter other problems organically, but one still needs some other powerful weapons in the arsenal. Tremor is your man

Chris, I have something in the soil of my old patch but that is still unidentified. But that shouldn't be as big of a problem this comeing year as I have moved to a new patch.
Wiz, I use compost tea but it seems I need some extra help to go with the compost tea.
