I'd dial it up to full rate as soon as the vine starts to run. Once or twice a week.

I've used it full strength as a soil drench once or twice per week when the plants were pretty small in the past, and the plants did well. Not sure if a full strength foliar application would bother a small pumpkin plant or not, but I doubt it. For sure, once they lay down and the vines start running, I pour it to 'em.

you may want to give the plant time before foliar, like they said wait till it vines

I've used it before but never at full strength this early, unless as a soil drench like they say wait till it's runnin strong then kick it up a notch as a full strength foliar, the fish has a tendancy to burn the leaves when the sun hits it if not mixed well(done that).I think I used like a 1/4 cup per 2 gal?? I'm not too sure I'll have to go back and check my notes, it may be in last years diary, so if you have some rainy day time have at it.
thats just my experience, I loved my neptunes fish/seaweed it's good stuff. good luck to you!
