Just the very edge. Very lightly. If you sand too much the edges of the cots might be damaged.
Personally I don't sand the edges & we get very predictable germination results.

My method: use a three-corner file(a small one) and file untill a darker shade appears without going into the seed. It will appear as a darker brown line than the surrounding seed coat. Sand all the way around the seed edge. Take your time.

Bonnie, Make sure not to sand the tip of the seed, that's where the root comes out. You can usually see a small hole at the tip.
