Is there a way to test heating cables to see if they are functioning properly other than taking them outside and burying them to see if the area heats up?

How about a container/bin/tote of cold medium/soil/whatever? Check temps with a probe thermometer,,,that's my plan on my used ones here.

I think you should be able to hook a multimeter up and ohm them out.

i just lay the cables out on the floor in the garage( not letting the wires cross over each other) plug in and within a couple minutes you can feel the heat.
i dont concerm myself with them once they are in the soil. if you stick your finger down into the area around where the cable is buried you will feel the warmth in that area.
we have never had a problem with them. just dont cross the wires when you bury. unplug once you get into summer

if you have an ohm meter put across the two leads, it should be a direct short, some meters will beep for a short
