1. should I raise the vine up to avoid what happened to montyJ (upside down punkin)
AND can I move or slowly coerce the punkin stem to more of a 90 degree angle, the stem is quite long but is going at about 45 degrees

yes, raise the vine up, and move the fruit over a 3 day period into position

While I blame myself somewhat for my perdicament, I think it was bound to happen anyway, since the fruit was determined to be a wheel, well birdbath. Keeping the vine raised more than I did might have helped, but would it cause a blossom end split later in the season? That was my major concern when I discovered the pumpkin was going wheel on me. So keeping the vine raised may help, but I think, along with others who advised me, that you run a greater risk of splitting out the blossom end if it is trying to grow the wheel shape.

Along with Monty's comments I think if its determined to be a tall wheel its way more difficult to allow for a really tall raise in the vine than it is to lay the fruit down. You'd lose oodles of roots trimming them to relieve stress in a tall wheel shape.
