Call your district forester. We have a similar major problem here with several varieties of trees including the mighty oaks and our beeches. This is to one degree or another all over the country and beyond.

Does the white stuff rub off easily? Is it gritty or fine?

The afore mentioned fungal based disease is progressive and largely non-curable.
The first notable such act that affected the whole growing range was the Native Chestnut Blight. They went down in the late 1930's and early 1940's. They have not recovered. A few survived. Various efforts are being tried to use them to build a new stock in hopes that the species may be reintroduced as disease resistant. Do not believe this has been successful to this date.
