When to remove a 'backup' plant? I mean a back up planted let's say 15 or 20" from your main plant?

Soon as you feel safe and pleased with the other. Cut it off do not pull it out of the ground. The roots get entangled quickly. Damage may be caused if you pull it out.

Plants this small use up very little nutrients and water and their roots won't compete too much.
I'd say you can let them both grow until they touch each other but then it's time to make a decision. If they are 20" apart you will probably have about two to three weeks time from transplanting until you have to cull one.
Also, as mentioned, never pull the plant out of the ground, just cut it off directly at the soil surface. It won't regrow.
