It is a Wolf Garten pole which accepts various cultivators, hoes, rakes etc. Can be found at Wolf Garten.com

Unless I am mistaken this is largely an European Supplier. Nice range of hand tools with exchangeable heads.
On State Side our Lowe's location has a hoe with several heads but nothing as complete as noted on the Wolf Garten site.

I can personally vouch for Wolf Garten & their tools. These are good people making fine quality tools. When we first offered their products to commercial landscapers I was more than a little sceptical. But the stuff survives commercial beatings day in & day out. We see repeat business too since the laborers are always loosing pruners on jobs & at the dump.
I have yet to see this hoe in use but will be looking into it give Wolf Garten's fine reputation.
