Now that I have my own garden at my own house, I have no concerns about moving again in the middle of the season. So, Is there anything to do in the wintertime such as preparing the soil before it is frozen? send for analysis or add to it?

Soil test ASAP. You can work soil as long as it isn't frozen solid or too wet.
