We've had a mild winter so far, my cover crop is over a foot high. Should I mow it as it grows or wait and just till it all in later?

let it grow......mow it a few days before you are ready to till. The roots a getting down deep that is the real advantage to a cover crop.

Man, Whidbey Island was very cool to live on when I was a kid.
Lived there close to Dugualla Bay.

Hot Pumpkin, you are right, quite "cool" and hard to raise really big ones because of it. wpm
