1ppm... is there anything I can do to fix it before I put the plant in the ground? My patch is 1000 sq. feet.

What has the lab recommended you apply? A quick, cost-effective, and readily available nitrogen source is urea(46-0-0). You can get it at hardware stores, garden centers, and ag supply outlets.

Careful with how much you use at one time(a little goes a long ways).best to apply in multiple small increments. Other sources, ammonium nitrate,Ca-nitrate ,diammonium phosphate, blood meal, Depends on your soil

You could use use feather meal for a slow release nitrogen over the long run.

If it is still cold where you are, the nitrogen is probably locked up. It changes daily so I don't really pay attention to early soil tests for N.

I till in about 50 lbs of alfalfa pellets per 1000 every spring.
