You can test either in the fall or spring. Never test frozen soil and it is best if its not water logged. You should always test the same time of year as there can be seasonal differances in pH etc. Many test in the fall. An early fall test will give you time to add amendmants prior to freeze up if necessary. I like to add my manure/compost/leaves etc in the fall, work it all in and let it 'cook' all winter, then test the ammended patch in the spring.
