If your feeding over the top I would do it in the morning this would help prevent powdery mildew because the plants would not be wet as long. if your feeding through a irrigation system below the leaves it shouldnt matter.

I feed at night the leaf stomas are full open and since you feeding fish your bio on the leaf will keep a health plant --add 1oz of molasses to the gallon of water with th fish

Foliar ferts at night here too. Insect & disease sprays as well when the following days temps are supposed to be high.

I feel the most effective time is just after the plant reverses. Sometime around 4PM the ooze from a general pressure and flow moving to the fruit stops and reverses.
You can watch this with the human eye. The sweat on the fruit goes away. Some say it evaporates because the plant reverses while others say the sweat actually goes back into the plant. Both foliar feeding and fruit treatments will in fact be utilized better after this reversal process is noticed. If you are just wetting the leaves and the fruit whatever you use will be sucked right up....so to speak.
...What you can observe has nothing to do with weather with the common sense observation that the ooze goes away faster if there is a dry wind blowing. It is true the leaf stomas will be full open as well as the fact that the plant reversal helps ingest the foliar and fruit treatments.

The timing of this varries slightly daily but leaves ample time for a dry plant to enter the night time hours some worry about. If you can not observe it assume you are still right to apply after four and before seven PM in the Northeast. Our grandparents did all of this after work so automatically applied at the best time.
