Would mixing a bleach ratio of like 1 to 10 and then spraying the ground help fight and kill disease during the off season. Plus would it hurt the soil. Thanks for any replys

Some growers have resorted to bleach. I wouldn't recommend this practice. This approach is indiscriminant in that good fungi & bacteria will also be killed.

Thanks Tremor I was kindoff thinking that it might kill some good stuff. What do you recommend for a fall spray to control disease??

A killing frost.

If you've been in the same soil too long & you can't move then a true soil sterilant like Basamid might be the ticket but it too will smoke all of the beneficials. You can always reinoculate the good guys but this is a good deal more comprehensive than squirting something out of a sprayer.

What specific disease has been seen?

Nothing in general Tremor I just heard a old timer say he uses a mild bleach solution in the fall to kill what ever disease he may have had the following year. I spray throughout the season with Daconil and immonux so usually disease doesnt get me. This fall and early spring I just want to kill any disease and larva from svbs and other critters.
