I'm going to use soluble fish powder. I plan to spread it dry onto the planting mound. Question, my soil test showed 9ppm of nitrogen, how many pounds of fish powder should I apply to 10' to 15' circle.

You probably want a faster release nitro at first, then put the fish down for slower release.

Good for you, Blood Meal can be used 12-0-0, a bit more expensive but I found some that was non-cow blood, you can also use bone meal if you need some N and also P. I opted for no P. Cottonseed meal, works great if your looking for a bit more than just N.
Alfalfa Meal, now Ive checked this out and it to me is GOOD Stuff.....Check it out,

They use this for Rose Food mixed with kelp meal, but tell me why this doesnt sound good for pumpkins........too!
Also checkout their kelp meal.....

Any time i wanted to get better growth iv used blood meal, & could see the results ! Only i dont think it lasts too long (to me ) it seems only copple weeks ,, I never measure just sprinkel starting atleast 1 ft from plant , maybe 3-4 large hand fulls & spread out to 3 ft from plant ( if plant is small) farther when bigger ,.
